THE CHALLENGE

This public building project has been thought of as a sporting operation, and has worthily fulfilled a long initial life cycle, hosting notable events for the sanducera society and the region. The works of this contest will open a new stage to the noble infrastructure, expanding its cycle,

maximizing possibilities and uses that exceed sports.

Generating vital experiences that are definitively incorporated into the identity of the city, in particular the new generations.

 

IDEA STRENGTH

Provide maximum freedom of use and generate the renewal of spaces; giving them extra life.

The project is based on the value of the existing and recognizes virtues in the current construction, proposing optimization opportunities, adapting necessary aspects to turn it into a multifunction event center. It will contain activities that cover the neighborhood and regional scale, understood to be suitable for the use and enjoyment of the entire community.

We propose to reaffirm the validity of the symbolic dimension of the building with a new exterior image and at the same time enable a new functional link with the access plaza through a large glazed enclosure. The enclosure of the upper gallery will be a new technological skin of translucent polycarbonate, achieving the contemporary image of the building.

The building as a multipurpose urban forum will allow new appropriations and links. It will have commercial, sports and cultural uses, increasing the building-city interaction.

It is proposed to develop a project in stages that allows future interventions to be incorporated, both in the building and in its new outdoor public spaces.

NEW CAPABILITIES

The project proposes to achieve spatial continuity between the plaza and the building, opening its interior to the outside.

A hall is created that is understood to be essential for a multifunctional building, for which the lower tier of the grandstand on 25 de Mayo street is demolished and replaced by a retractable one; achieving a flexible space. Through a mobile enclosure, the use of the building will be enabled for various simultaneous, independent or integrated activities.

The spatial flexibility does not impact the capacity, new lines of seats are projected at the upper level and storage spaces are created for the mobile stands located on the ground floor. All the programmatic elements are resolved on the ground floor, except for the cafeteria, boxes, press-TV booths. This is complemented by the locative possibility of the 4 useful corners at a higher level. The building wins

usability through scheduled corners.


 

SCHEDULED CORNERS

The project generates the possibility of activating the 4 corners through intermediate levels, achieving greater functionality and evacuation routes. For this, the residual vertices of the building are intervened by adding 2 new mezzanine levels of 125m2 each, which will be accessible through circulation nuclei.

New uses are proposed that will refunctionalize the current facilities in their structural logic. The cafeteria concessionaire may add a mezzanine by adding storage, preparation or more table area.

 

The mezzanines will include multiple uses with independent access controls to the rest of the facilities; exhibitions, dissemination events, yoga classes, theater, dance, gyms, libraries, media libraries, various cultural and sporting events, etc. 

 

In the Gallery, it is proposed to build EPS and concrete fillings that allow to circulate at level and have elevator exits granting complete accessibility. This quality of accessibility democratizes the use and creates a new architectural promenade inside the building, allowing a 360 view of the entire city; You can count on independent entrances, either through the new cores or through the ramps, and external stairs that allow simultaneity and differentiation of uses of the programmed angles.


URBAN LANTERN

The official skin of technological thickness accentuating the horizontality of the building, while enabling thermal control in gains and losses of the façade. It provides perimeter ventilation and forms a continuous lighting plane that accompanies the different scenarios. character is strengthened

iconic part of the building, latent in the collective imagination of citizens, allowing new generations to assimilate it as a new identity reference, a symbolic vindication of the milestone in a contemporary key.

 

OUTDOOR SPACES 

A flexible space is projected through a multifunctional esplanade that serves as a support for multiple activities and events, and interacts with the interior of the building.

Grass slopes are enhanced with steps and circulation spaces. Rest and living areas are created, surrounded by new vegetation and lighting.


TECHNOLOGICAL ASPECTS

This multipurpose condenser requires new arteries that allow the incorporation of digital signs, security, lighting control systems, video and intelligent control. The new technical requirements, product of the digital revolution, unthinkable in the original project, will have weak current tray systems that will make it possible to attend to the installations that are required in the future.

Acoustic aspects have been considered by incorporating wooden ceilings and absorbent material over the stands, providing excellent acoustics for the events to be held.

 

SUSTAINABILITY

Water care

Two water systems are projected, from the OSE network only showers and pools are connected. The second network is fed by rainwater, with well support for use in irrigation, cisterns and washing. The rainwater accumulation tanks will mitigate the impact of the current discharge of so many impervious m2 into the city.

 

ENERGY EFFICIENCY

It is proposed to combine the intelligent use of natural ventilation, using only air conditioning equipment in cases where the desired temperature is higher than the outside temperature. For this, together with the insulation of the main roof, which uses 80 mm glass wool insulation covered with aluminum foil and a vapor barrier, it is proposed to build, through the façade device, a natural convection ventilation system, which It will remove thousands of m³ of stale air at large events, all around the perimeter. For the artificial conditioning of the field, top-level Roof Top type heat pump air equipment is proposed, with an economizer in the outside air intake actuated by an enthalpy sensor in order to optimize energy savings, which can also Operate the opening of the external air intake registers according to an ambient CO2 sensor. SOLAR ENERGY

Thermal solar panels will be used, in accordance with Solar Law 18,585, to preheat the water that enters the DHW boilers, incorporating intermediate tanks and safety dissipating systems.

Smart Lighting With a focus on energy efficiency, visual comfort for users, aesthetics and design added to the proven robustness of the luminaires, and minimum maintenance of the facilities, we propose to continue with LED light sources that combine energy efficiency with a long useful life .

PHASED INTELLIGENCE

When thinking about the project in an integral way, we see enormous possibilities of the building working fully with new simultaneous uses; Taking into account the restrictions imposed by the available budget, we propose to keep our eyes aloof and proceed with the construction of a project in phases or stages, which allow the addition of other destinations and uses on a regional, zonal or neighborhood scale, which enhance the use of the building during the entire new life cycle.

 

The engineering project will attend to the recommendations of the specialists involved with open and progressive systems, which allow complementing or raising comfort levels in the future, with controlled investments in sanitary installations, air conditioning and electrical installations. In the following stages, the remaining 3 corners will be addressed, where there are angular grandstands with poor visuals, to build up to 2 mezzanine levels in each of the angles. In this way, the 4 multipurpose volumes that generate programmatic flexibility and collaborate by attenuating reverberation are completed.

These new uses can have access from the halls or directly from the new circulations proposed in the draft according to what the IDP resolves together with the building management that will define the new civil works: programmed angles, exterior spaces and installations (air conditioning on the field, complement of acoustic insulation on short sides and thermal insulation of the covers on the stands, tanks and pumps of the recovered rainwater system and well).


 

FIRST STAGE

We will build the new main access with accessible itineraries and a new wrap-around façade that reinforce this cultural icon for the city, with full accessibility for the ground floor level and a basic intervention in exterior accesses and under grandstands on Bulevar Artigas with an accessible ramp that allows go up to the staircase that connects with the gallery in a pleasant way.

 

The building will have new thermal insulation and a perimeter ventilation system that, together with the ceiling -over the entire existing curved roof vault with thermal insulation and aluminized sheets- to be placed, will drastically change the comfort with natural means. The acoustic ceiling over the wings of the main grandstands will also provide thermal insulation while attenuating the existing reverberation to levels that allow shows.

 

The new changing rooms, administration spaces and cafeteria provision, with all the facilities and operating and conditioned systems. This stage could include elevators to provide accessibility to the intermediate level of the stands above the access and upper cafeteria. Creating a project that allows growth and deployment of potential at all levels.
